A Comming Out Ball was once a Southern and High Society tradition. In this particular sense it refers to a young girl who is emerging from childhood and entering her adulthood. In other words, she's comming out into the world like a butterfly emerging from the cocoon.

Such events were very much a tradition until the last 20-30 years or so.

This was also known as a debutante's ball. The rich still have them in some areas of the country like Newport, RI and Newport Beach, CA. Pretty much a way of saying, hey my daughter is of age, a woman. Come see what she is all about.

Deb balls are still a big deal in many southern cities from Kentucky to Georgia, the Carolinas and all the way to Texas----

It is a tradition that is still alive and kicking in places like Louisville, Lexington, Savannah, Charleston, Orlando, Mobile, New Orleans and others-----

In latino culture they have "quinces" when the girl becomes 15 or so--in Miami, the Cubans will spend hundreds of thousands of dollars on the quinces for their daughters--pretty much the same in cities in the west too with large Mexican-American populations as well.
