I have connected with a few guys through Squirt.org but never met up with anyone that I connected with there. I do like their feature that allows you to search for cruising locations by state and city. I think that may be of help to some.

Doublelist.com has been a good place for me. I've connected with 3 guys through them. However, I suppose the original question may be more about where to hook up rather than about how to find someone. Unless you or he can host, you are limited to what you both will agree on. I used to be fine with sucking in a car but my locations leaves very little choice of where we would feel safe to actually have our fun. I've not been to Atlanta since pre-COVID, but here are some of my go-to's:
