It is VERY tough to find anyone, especially on any the apps or sites. You probably have a better chance of finding someone in person by pure dumb luck then any the sites or apps. The demise of Craigslist really messed up the ability to hook up. Seattle was (and probably still is) a good area for me. I had regular business trips there and always easily found 2-3 hookups a night in my hotel, so the population is there. Yes, since no more CL, there is at least for me, no easy way for hookups. All sites just really want your credit card number, promise a lot, and deliver little.

Near me in Pittsburgh, there is a Club Pittsburgh, kind of a public bathhouse facility that caters to gay and bi folks.
